Philosophically, It means that one of a Person's nature is to be free. but before we even got out of our mother's womb, we are restricted by some force that halt our freedom. Basically, It pertains to the government; There must be equality between the sovereign (read: US.) and the government.
In Layman's term, Yes you are free, but there is law so... why bother?
You have the freedom to drive to the streets of Commonwealth avenue like hell, but there is a 60kph speed limit.
You want to land your fist of anger to your enemy whose mocking you for the longest time, but you cant, aside from that his face will turn into a smashed pumpkin if ever.
You want to be free but as long as there is laws, you cannot act according to your will.
